Joe Cullen is the Director of Policy and State Outreach for HPC focusing on residential energy efficiency policy issues through research, education, collaboration and advocacy. Cullen focuses on the energy efficiency business opportunity in residential housing retrofits to help create private sector jobs and implement a critical component of climate change policy. Cullen engages state partners and stakeholders on modernizing cost effectiveness testing through the Resource Value Framework (RVF) and the National Efficiency Screening Project's (NESP) draft National Standard Practice Manual (NSPM), improving collaboration with federal Weatherization Assistance Programs, partnering on residential energy efficiency policy at the state and local levels and promoting energy efficiency data standards such as the HPXML project.
