HPC Works With Stakeholders To Improve New York State Residential Energy Efficiency Programs

HPC Works With Stakeholders To Improve New York State Residential Energy Efficiency Programs

As part of a coalition of residential energy efficiency organizations including the Association for Energy Affordability, Inc. (AEA), Building Performance Institute (BPI), the Building Performance Contractors Association of New York State (BPCA) and E4TheFuture - on January 4, 2019, the Building Performance Association submitted comments on the implementation of New Efficiency: New York, an ambitious energy efficiency initiative announced in April 2018 by the New York State Energy Research & Development Authority (NYSERDA) and the NY Dept. of Public Service (DPS). 

The coalitions’ comments were a follow up to a stakeholder forum held on December 17, 2018 on proposed NYSERDA/DPS guidance for verifying energy efficiency program savings and focused on 5 critical areas:

• Encouraging Innovation;
• Providing Flexibility for Capturing Long-Term Savings Potential;
• Incorporating Realistic Baseline Assumptions;
• Assuring Independent Evaluation; and
• Properly Aligning Financial Incentives

HPC has been working with stakeholders and non-profit organizations to improve the delivery of residential energy efficiency programs and services in New York through the implementation of the reforms called for under Governor Cuomo’s New Efficiency: New York.

According to the September 2018 Energy Efficiency Jobs in America Report, there are 2.25 million energy efficiency jobs in America and New York ranks 33rd among states for per capita employment in energy efficiency businesses and industries. HPC believes that New York can do much better and is working with its coalition partners, NYSERDA and DPS to update and modernize New York’s policies and regulations on energy efficiency.
