Mass Save Energy Efficiency and Decarbonization Plan

Mass Save has published a draft of the upcoming 2025-2027 Energy Efficiency and Decarbonization Plan. The MA Energy Efficiency Advisory Council (EEAC) will host listening sessions on the plan on May 13 and June 3. Register here. Some highlights from the draft plan include: 

• Ambitious climate goals: Program Administrators aim to reduce GHG emissions by 10 million metric tons of CO2e to keep the state in line with its climate goals, this target set by the Office of Energy and Environmental Affairs 
• Increased incentives: Mass Save is proposing more than $3.5 billion in customer incentives with over $1 billion going to LMI ratepayers and renters. This is an increase of $1 billion from the previous plan. 
• Focus on workforce: Doubling workforce funding from $12 million up to $24 million. 
• Creation of a single statewide vendor to coordinate funding and delivery of rebates for all utilities 
• No-cost weatherization, barrier remediation, and electrification for both low- and moderate-income households 
• Expanded eligibility for income-eligible programs, including income self-attestation for weatherization programs 
• Higher Heat Pump and weatherization goals than previous plans: Installing heat pumps in 115,000 homes, including 16,000 in LMI residences and weatherizing 174,000 homes, including 48,000 LMI homes.
